Samuel Harvey Shapiro (1907-1987) was the Democratic Lieutenant Governor of Illinois (1961-1968) when the incumbent, Otto Kerner, was appointed to the federal bench. Shapiro ascended to the Governor's Office (1968-1969) and immediately ran for a full term in his own right. However, he lost the 1968 election to Richard Ogilvie.
