Part of the ZPG (Zero Population Growth) movement, the "Stop at Two" notion proposed limiting the number of children a couple had to two (theoretically replacing themselves on earth and keeping the population steady). Of course more than one generation inhabits the earth at one time, so "stopping at two" guarantees continued population growth and live expectancy increases.
